Nigerians Say: 'Terrorists Can't Really Change'

Intro: The sun rises over Maiduguri, but for many, it's not a new dawn of hope, but another day shadowed by fear and a gnawing sense of injustice. From the bustling markets of Kano to the quiet fishing villages along Lake Chad, the whispers are getting louder, turning into outright shouts: 'Terrorists cannot truly repent!' This sentiment, raw and visceral, isn't just a talking point; it's the lived reality for millions of Nigerians who have endured a decade and more of unimaginable horrors at the hands of insurgents. The government's controversial 'Operation Safe Corridor' program, designed to rehabilitate and reintegrate former combatants, was meant to bring peace. Instead, it has often felt like a slap in the face to victims, fueling a deep-seated distrust that threatens the very fabric of our society.

What Is Happening on the Ground

Back in 2016, under the late President Muhammadu Buhari, Operation Safe Corridor was launched with grand promises. The idea was simple, yet profoundly complex for a nation still bleeding from terror: deradicalize ex-insurgents, equip them with vocational skills, and return them to society. The argument was that this would hasten an end to the insurgency, offering a path away from violence. But on the ground, the narrative is different. Everyday Nigerians, especially those in the North-East, wake up to news of continued attacks – kidnappings, bombings, village raids – often attributed to elements of Boko Haram and ISWAP. How can we believe in 'repentance' when the terror continues unabated? Many point to instances where 'rehabilitated' individuals are suspected of rejoining militant groups, or simply disappearing into communities without proper monitoring, only to resurface with old grievances and new targets. The gap between government rhetoric and the grim reality of our streets is widening, pushing our people to the brink of despair.

'They killed our people, burnt our homes, and now the government wants us to believe they've changed? Where is the justice for those we've lost? It's an insult to our suffering!' - A market woman from Borno State, echoing the sentiments of countless Nigerians.

The Main Issues

The heart of the matter lies in a profound crisis of trust. For too long, governance in Nigeria has been perceived as opaque, distant, and often self-serving. When a program as sensitive as Operation Safe Corridor is implemented without robust public engagement, clear metrics of success, or transparent accountability for those who pass through it, it's bound to generate suspicion. The question of justice for victims remains largely unaddressed. Families who have lost loved ones, women who have suffered unspeakable violence, children who have witnessed atrocities – they see no tangible justice, only a system that appears to forgive perpetrators. This fuels resentment and undermines any hope for genuine reconciliation.
Furthermore, the effectiveness of deradicalization itself is a global challenge. While some individuals may genuinely regret their past actions, the deep-seated ideological indoctrination of terrorist groups is incredibly difficult to unravel. Are these programs truly changing hearts and minds, or simply providing a temporary reprieve? The resources poured into Operation Safe Corridor also come under scrutiny. In a country where basic services are scarce, where youth unemployment is rampant, and where millions struggle to put food on the table, many question whether these funds could be better allocated to empower victims, rebuild communities, or even provide robust security to prevent attacks in the first place. This isn't just about terrorists; it's about the priorities of our governance and whether it truly serves the everyday Nigerian.

The Impact on Daily Life

Beyond the political debates, the real impact of these policies, or lack thereof, is felt in the everyday lives of Nigerians. Imagine being a farmer in Borno, unable to tend your fields for fear of ambush, watching your crops wither while your family goes hungry. Imagine a petty trader in Adamawa, whose market stall is empty because travel routes are unsafe, crippling their meager income. The constant threat of violence, whether from active terrorists or the perceived danger of 'rehabilitated' ones, keeps communities in a perpetual state of anxiety. Schools remain closed in many areas, denying a generation of children their right to education and leaving them vulnerable to recruitment by the very groups the government claims to be deradicalizing.
Youth survival, especially in the North, is a daily gamble. With limited education, few job prospects, and a pervasive sense of hopelessness, many young people see their future dwindling. Some are forced into vigilante groups for protection, further entrenching cycles of violence. Women, often the backbone of our local economies, bear the heaviest burden, facing displacement, sexual violence, and the crushing responsibility of providing for families amidst chaos. The fabric of community life – built on trust, shared values, and mutual support – is frayed, replaced by suspicion and a struggle for mere existence. This isn't just about 'national security'; it's about the individual human cost of a protracted conflict and perceived governmental missteps.

What Needs to Be Done

So, where do we go from here? The path to sustainable peace and genuine reconciliation is complex, but it must start with a fundamental shift in approach. First, there must be absolute transparency and accountability in all government programs, especially those dealing with national security and rehabilitation. The Nigerian people deserve to know how funds are spent, how individuals are truly deradicalized, and what measures are in place to ensure they do not return to violence.
Second, justice for victims cannot be an afterthought. Comprehensive support programs, compensation, psychological counseling, and platforms for victims to voice their experiences are crucial. Without acknowledging their suffering and seeking avenues for redress, any talk of 'peace' rings hollow.
Third, community engagement is paramount. Local leaders, traditional rulers, religious figures, and civil society organizations must be actively involved in shaping and implementing these programs. Their grassroots knowledge and influence are invaluable in fostering acceptance and preventing recidivism.
Finally, we must address the root causes of insurgency: widespread poverty, rampant unemployment, systemic corruption, and a sense of marginalization. Investing in education, creating sustainable economic opportunities, and strengthening democratic institutions that truly serve all Nigerians are not just development goals; they are critical components of national security. Only when our youth have hope, when justice is visible, and when governance is truly for the people, will the whispers of doubt give way to a genuine belief in a peaceful future.
