2027 Election Showdown: APC Governors Battle Lawmakers in Intense Power Grab

Intro: As Nigeria inches closer to the 2027 general elections, the ruling All Progressives Congress (APC) finds itself embroiled in a deepening internal struggle, a fierce power grab pitting state governors against federal lawmakers. This escalating conflict, fueled by ambitions for control over party structures and candidate selection, threatens to plunge the nation's political landscape into unprecedented chaos, raising critical questions about the integrity of internal democracy and the stability of Nigeria's dominant party. The stakes are exceptionally high, with the outcome poised to shape the future of the nation's governance.

What’s Really Happening

The core of the burgeoning crisis within the APC stems from a relentless assertion of power by state governors, who are increasingly dictating the terms of engagement for the 2027 polls. Reports across various states indicate that governors are actively 'hijacking' nomination forms and pushing for consensus arrangements in their respective domains, effectively sidelining aspiring lawmakers and other party hopefuls. This aggressive consolidation of power by governors is generating a 'cold war' that permeates key states, creating significant friction within the party's rank and file.

This gubernatorial dominance is particularly evident in the run-up to the party primaries, where the allocation of tickets is proving to be a highly contentious issue. Many federal lawmakers, especially those seeking re-election, find themselves in a precarious position, facing stiff opposition from their state governors. The Senate, while dismissing rumors of strained relations with the Presidency, has notably not received guarantees of automatic tickets for returning members, a development that could lead to a substantial turnover in the next National Assembly.

President Bola Tinubu's administration is caught in the delicate balance of this internal jostling. While he has reportedly met with governors and the Senate leadership to douse tensions, his perceived support for governors, granting them flexibility to adopt either consensus or direct primaries, has not been without controversy. An uneasy calm reportedly pervades the party, with the National Working Committee (NWC) actively resisting what is seen as President Tinubu's directive to grant state governors significant control over party tickets. Insiders warn that such a directive risks eroding the authority of the party's central structure, weakening internal democracy, and triggering widespread disaffection across states. There are also allegations that the President's directive to include all deputy national officers in the NWC has not been fully implemented, leading to concerns about exclusion and exacerbating existing grievances within the party leadership.

Adding another layer of complexity is the wave of defections from opposition parties to the APC. While these defections have demonstrably strengthened the ruling party's numerical advantage, they have also introduced new internal dynamics. High-profile defectors, including governors and lawmakers, are now locked in fierce contests for control of party structures with long-standing members, further escalating the power struggles ahead of 2027. This influx is altering internal dynamics, triggering intense rivalries in states like Ogun, Delta, Zamfara, and others.

“The greatest threat to 2027 might not be technology failure; it is ethics failure.” – Mike Igini, former INEC REC. This powerful insight underscores the human element at the heart of Nigeria’s electoral challenges, where political actors’ actions can undermine even the best legal and technological frameworks.

Data Breakdown

The roadmap to the 2027 elections has been officially laid out. The Independent National Electoral Commission (INEC) has set the timeline for party primaries between April 23 and May 30, 2026, with the highly anticipated presidential primary fixed for May 23, 2026. The Electoral Act 2026, recently amended by the House of Representatives, now mandates political parties to nominate candidates through either direct primaries or consensus, effectively removing the indirect primaries option.

A notable aspect of the upcoming primaries is the exorbitant cost of nomination forms. Presidential aspirants are required to pay N100 million, governorship hopefuls N50 million, senatorial aspirants N20 million, House of Representatives aspirants N10 million, and State Assembly aspirants N6 million. These staggering figures have ignited heated debates about internal democracy practices and whether the ruling party is truly prepared for a transparent and inclusive electoral process.

The APC's structural advantage is undeniable, controlling over 30 of Nigeria's 36 state governorships. This translates into a significant institutional and political leverage as the election cycle gains momentum. Meanwhile, the opposition remains fragmented, with numerous defections to the APC raising concerns about a potential slide towards a one-party dominance.

Market or Policy Impact

The ongoing internal power struggles within the APC have far-reaching implications beyond party politics, potentially impacting governance, public trust, and the overall stability of Nigeria’s democratic institutions. The intense focus on securing party tickets and controlling internal structures can divert attention and resources from critical policy implementation and governance initiatives, especially as President Tinubu's administration is pushing for a second term, relying on its structural reforms. The perception of an unfair playing field, characterized by gubernatorial overreach and prohibitive nomination fees, risks deepening public cynicism about the democratic process. This sentiment is particularly concerning given that trust in key democratic institutions like INEC remains fragile, with a significant majority of Nigerians expressing little to no trust.

Furthermore, the amendments to the Electoral Act, particularly the retention of manual fallback for results transmission despite opposition, raise concerns about electoral transparency and could invite legal challenges and political confrontations. Such controversies can undermine the legitimacy of election outcomes, irrespective of the actual votes cast, and may create an environment ripe for post-election disputes. The emphasis on elite consensus and party alignment, while aiming for stability, could also suppress dissenting voices and limit genuine intra-party competition, potentially leading to a less representative selection of candidates.

What Needs to Change

To mitigate the looming chaos and strengthen Nigeria's democratic foundations ahead of 2027, several critical interventions are imperative. Firstly, there is an urgent need for the APC national leadership to enforce strict adherence to internal democratic processes, ensuring a level playing field for all aspirants. This includes addressing the concerns around governors 'hijacking' nomination forms and ensuring that the high cost of these forms does not disenfranchise capable but less affluent aspirants. The party must prioritize credibility and fairness to maintain stability and electoral success.

Secondly, INEC must actively work to rebuild public trust by demonstrating unwavering transparency, consistency, and impartiality in all its actions. Clear communication regarding electoral processes, robust oversight of party primaries, and efficient resolution of disputes are crucial. The Electoral Act, despite recent amendments, may still require further refinements to close loopholes that could be exploited by political actors. Calls from former INEC officials to revisit controversial sections of the 2026 Act, particularly those affecting electoral transparency, should be taken seriously.

Furthermore, civil society organizations and media must continue their role as watchdogs, providing rigorous oversight and reporting on party activities and electoral preparations. Citizen engagement platforms and recall processes, as suggested by analysts, could serve as institutional counterweights to ensure that elected officials remain accountable to the electorate, even amidst party switches. Ultimately, the long-term health of Nigeria's democracy hinges on political actors demonstrating restraint, moral attentiveness, and a genuine commitment to serving the governed rather than narrow personal or factional interests. Without a concerted effort to address these internal power grabs and reinforce democratic norms, the 2027 elections risk becoming another contested ritual, further eroding public confidence in the nation's political future.
