New Leader for Civilian JTF: What It Means for Our Streets

Intro: In a nation perpetually grappling with insecurity, the announcement of a new Commander General for the Civilian Joint Task Force (CJTF) sends ripples across communities that have lived on the edge for far too long. For many everyday Nigerians, especially those in the North-East, the CJTF isn't just a paramilitary group; it's a lifeline, a mirror reflecting their own resilience and struggles against forces that threaten to dismantle their very existence. This new appointment comes at a critical juncture, promising renewed hope for peace but also highlighting the persistent governance realities and daily challenges faced by our youth on the frontlines.

What Is Happening on the Ground

Just recently, the national leadership of the Civilian Joint Task Force (CJTF) made a significant announcement: retired Major-General Abdullahi Maikano has been approved as the new acting Commander General of the Civilian JTF across Nigeria. This appointment, lauded by the National Chairman of the CJTF, Kailani Muhammad, signifies a strategic move towards formalizing and strengthening a group that emerged organically from the dire need for self-preservation.

For over a decade, the CJTF has been an indispensable, albeit informal, partner to our military in the fight against Boko Haram, particularly in Borno State. Born out of sheer necessity in June 2013, when communities in Maiduguri were overwhelmed by the insurgency, these brave volunteers, often armed with little more than sticks and their intimate knowledge of local terrains, stepped up to protect their homes and families. They became the eyes and ears on the ground, providing crucial local intelligence that professional forces, often unfamiliar with dialects and customs, struggled to gather.

“The purpose of establishing this movement, the Civilian Joint Task Force (Civilian JTF), was to bring peace and unity to our country. Whether you are from Edo State or you are from Orobo, Nupe, Hausa, Yoruba, or Igbo, this country belongs to all of us. We don't have any other country apart from Nigeria. And God knows why he brought us together.” - Kailani Muhammad, National Chairman, CJTF.

The Main Issues

While the CJTF's emergence was a testament to community resilience, it also exposed profound governance realities and posed complex questions about youth survival in conflict zones.

Governance Realities and Accountability

The very strength of the CJTF – its grassroots origin and local familiarity – also presents its greatest governance challenge. As a volunteer-based militia, the CJTF often operates in a grey area, bridging the gap between formal state security and informal community protection. This informal structure has led to accusations of serious human rights abuses, including extrajudicial executions, extortion, and sexual violence. There have also been concerning reports of child recruitment, with at least 175 children reportedly used in support roles by 2016, leading to international scrutiny.

Efforts by entities like the UNDP to provide human rights training and facilitate action plans to end underage enlistment have been vital, but the path to full accountability and professionalization remains long. The appointment of a retired Major-General is seen as a step towards integrating the CJTF more closely with the state’s official security apparatus, aiming to enhance efficiency and discipline. However, the ongoing challenge is to formalize these volunteers without stifling their local effectiveness or creating new avenues for abuse or political manipulation.

Youth Survival and the Lure of Vigilantism

At the heart of the CJTF are thousands of young Nigerians, many of whom joined out of a desperate need for survival, protection, and a sense of purpose in areas ravaged by conflict. In a country where youth unemployment is rampant and economic opportunities are scarce, particularly in crisis-ridden regions, joining an armed group, even a community-based one, can become a harsh survival strategy. These young men and women, often witnessing their families and communities brutalized, saw the CJTF as a means to avenge losses and salvage their people and economy.

However, this involvement also places them in immense danger, exposing them to combat, trauma, and the risk of perpetrating abuses themselves. While the CJTF has provided some a sense of belonging and a means to contribute, it also highlights the systemic failure to provide adequate support and opportunities for our youth. Without proper integration, welfare, and alternative livelihoods in the post-insurgency period, there is a real risk that these battle-hardened youths could be exploited by criminal gangs or opportunistic politicians.

Daily Struggles: From Farmlands to Markets

The insurgency crippled daily life, halting farming, disrupting markets, and causing massive displacement. The CJTF's presence significantly impacted these daily struggles. Their patrols and checkpoints have reduced Boko Haram's ability to infiltrate communities, restoring a semblance of safety. This has, in turn, allowed some agricultural activities to resume, providing much-needed sustenance and economic activity in areas like Gwoza, where CJTF members escort farmers to their fields. However, the economic impact of years of conflict cannot be wished away overnight. Poverty and food insecurity remain prevalent, and communities continue to bear the scars of displacement and lost livelihoods. The hope is that a more structured and coordinated CJTF can further solidify these gains and accelerate recovery.

The Impact on Daily Life

The ordinary Nigerian living in conflict-affected regions experiences the CJTF's impact directly, day in and day out. For a market woman in Maiduguri, their presence at checkpoints might mean the difference between a safe trip to sell her goods and falling victim to insurgents. For families, the local patrols offer a fragile shield against fear, allowing children to attend school without the constant dread of abduction, though this remains a persistent threat in many areas. The ability to cultivate farmlands, once a suicidal endeavor, is now cautiously resuming in some liberated zones thanks to CJTF escorts, slowly rebuilding local economies from the ground up.

However, this sense of security is often a double-edged sword. The same community members who provide protection can also be sources of fear if they act with impunity. The challenge for the new Commander General will be to solidify the positive impacts—the intelligence gathering, the community protection—while rigorously addressing the negative ones—the abuses, the lack of accountability—that erode public trust and destabilize the very communities they aim to protect.

What Needs to Be Done

The appointment of Major-General Maikano is a fresh opportunity to recalibrate the CJTF’s role and impact. Firstly, a comprehensive blueprint for formalization and professionalization is urgently needed, as expressed by Kailani Muhammad. This blueprint must include standardized training in human rights, rules of engagement, and conflict resolution, transforming vigilantes into a disciplined, respected, and accountable auxiliary force.

Secondly, addressing the welfare and integration of CJTF members, especially the youth, is paramount. Providing regular stipends, educational opportunities, vocational training, and pathways into formal security agencies or civilian employment will prevent them from becoming tools for illicit activities or political thuggery. This also speaks to broader issues of youth survival in Nigeria, where unemployment drives many to desperate measures.

Finally, robust oversight mechanisms and a clear legal framework are essential to ensure accountability for any abuses and to build public confidence. Collaboration with international agencies, as hinted by Chairman Muhammad, could provide critical support in training, funding, and establishing best practices. For the everyday Nigerian, a disciplined, well-managed, and accountable CJTF means not just security from insurgents, but also security from those meant to protect them, fostering genuine peace and stability in our beloved nation.
