While Private Sector Participation (PSP) operators are crucial to the collection system, they currently evacuate only an estimated 4,000 to 5,000 tonnes of waste daily, leaving millions of tonnes unaccounted for and often illegally dumped. In 2025 alone, LAWMA recorded 1,023 illegal dumping incidents, with nearly 447 cases referred for prosecution, highlighting the systemic nature of the problem.

Beyond the logistical strain, infrastructural deficiencies are glaring. The state requires approximately 1,000 compactor trucks, with an additional 1,000 for backup, yet operates fewer than 500, resulting in a shortfall of over 200 trucks. This inadequacy often leaves PSP trucks queuing for five to 14 days at designated landfill sites like Olusosun and Solous, crippling collection efficiency and escalating operational costs. • Waste-to-Energy Transformation: A cornerstone of this strategy is the planned construction of Nigeria's first and largest waste-to-energy conversion plant in Epe. This facility is projected to process approximately 3,000 tonnes of waste daily, generating an estimated 50 megawatts of electricity within the next five to ten years. Complementing this, an MoU with the Netherlands-based Harvest Waste Consortium envisages a 60-80 megawatt Waste-to-Energy plant in Epe. LAWMA is rolling out RFID-tagged green smart bins for organic waste and exploring IoT sensors for real-time waste level monitoring, which can alert collection services when bins are full, significantly improving efficiency and preventing overflows. Mobile applications like Pakam, LAWMA, OkwuEco, and Packer are increasingly being adopted, with over 70% of respondents reporting improvements in waste collection efficiency and revenue generation through their use.
• Enhanced Material Recovery: Major dumpsites such as Olusosun and Solous III are being converted into Transfer Loading Stations (TLSs) that feed new Material Recovery Facilities (MRFs) in Ikorodu and Badagry. The state plans to develop at least 20 such TLSs across the metropolis to reduce transportation distances and increase material recovery. Partnerships with companies like Lafarge Africa Plc for co-processing non-recyclable combustible waste and Haggai Logistics Limited for a world-class tyre recycling facility further underscore this commitment.
• Fleet Modernization and Accessibility: To address the critical shortage of collection vehicles, the state plans to acquire approximately 800 additional compactor trucks for LAWMA and 100 for PSP operators, with this procurement included in the state's annual budget. Furthermore, LAWMA is piloting cost-effective tricycle compactors, priced at around N7 million each (compared to N250 million for a full compactor truck), for easier access to narrow streets and hard-to-reach communities, with plans to lease hundreds to young entrepreneurs.
• Public Engagement and Policy: The Lagos State Government is moving to make waste sorting at source mandatory, backed by a review of the legal framework. Initiatives like EcoCirculate and "Trash for Cash" are actively promoting community-driven recycling, encouraging residents to exchange sorted waste for cash incentives and fostering a culture of environmental responsibility.
